PETITION OF FORECLOSURE AND NOTICE OF FORECLOSURE OF TAX LIENS BY THE TOWN OF RYE BY ACTION IN REM 2021 PROCEEDING
NICHOLAS C. MECCA, being duly sworn, affirms as true, deposes and says under the penalties of perjury as follows:
The above-captioned proceeding is hereby commenced to enforce the payment of delinquent taxes or other lawful charges which have accumulated and become liens against certain property. The parcel to which this proceeding applies is attached hereto and made a part hereof, identified as Schedule A.
PLEASE TAKE NOTICE that on the 8th of DECEMBER, 2021, the Receiver of Taxes, hereinafter the Enforcing Officer of the Town of Rye, pursuant to law, filed with the Clerk of Westchester County, a Petition of Foreclosure against a parcel of real property for unpaid tax liens. Such Petition and Notice of Foreclosure pertains to the parcel on the list attached hereto and made a part hereof.
All persons having or claiming to have an interest in the real property described in such list of delinquent taxes are hereby notified that the filing of such list constitutes the commencement by the Town of Rye of an action and proceeding in the Supreme Court, Westchester County to foreclose each of the tax liens therein described by a foreclosure proceeding in rem. Such action and proceeding is brought against the real property only, and is to foreclose the tax liens described in such list. No personal judgment will be entered herein for such taxes or other legal charges or any part thereof.
This notice is directed to all persons owning or having or claiming to have an interest in the real property described in such list of delinquent taxes. Such persons are hereby notified further that a duplicate of such list of delinquent taxes has been filed in the Office of the Enforcing Officer, the Receiver of Taxes of the Town of Rye, and will remain open for public inspection up to and including the date specified below as the last day for redemption.
Any person having or claiming to have an interest in any such real property and the legal right thereto may, on or before said date, redeem the same by paying the amount of all such unpaid tax liens and unpaid taxes thereon including all interest and penalties and other legal charges included in the lien which are against such real property, computed to and including the date of redemption. Such payments shall be made to NICHOLAS C. MECCA, Receiver of Taxes, Town of Rye, 10 Pearl Street, Port Chester, New York 10573. In the event that such taxes are paid by a person other than the record owner of such real property, the person so paying shall be entitled to have the tax liens affected thereby satisfied of record.
The last day for redemption is hereby fixed as April 4th, 2022.
Every person having any right, title or interest in or lien upon any parcel of real property described in such list of delinquent taxes may serve a duly verified answer upon the attorney for the Town of Rye setting forth in detail the nature and amount of his or her interest and any defense or objection to the foreclosure. Such answer must be filed in the office of the County Clerk and served upon the attorney for the Town of Rye on or before the date above mentioned as the last day for redemption. In the event of failure to redeem or answer by any person having the right to redeem or answer, such person(s) shall be forever barred and foreclosed of all his or her right, title and interest and equity of redemption in and to the parcel described in such list of delinquent taxes and a Judgment of Foreclosure may be taken by default.

The Proposed Zoning Amendments, as amended by the Village, are summarized as follows:
*Amending the definitions of Assisted Living Apartment and Attached Dwelling in Section 345.1003 by reclassifying Assisted Living Apartment to Assisted Living Facility and by redefining the term Assisted Living Facilities and by redefining the term Long Term Care Facility by replacing its reference to Assisted Living Apartment with Assisted Living Facility for consistency with the above referenced amendments.
*Amending Table 345.405.K-1 by adding an “Assisted Living Facility” Use as a permitted use within the SD-PMU District.
*Amending Table 345.405.A-11.F.5 to clarify that Commercial Uses are not mandatory along the Boston Post Road frontage, but rather, if any street-level uses are proposed along the Boston Post Road frontage, they must be Commercial and may not be Residential or Industrial.
*Amending Section 345-405.W.14.a to provide the Board of Trustees discretion to permit wireless telecommunications facilities between a Principal Building and a street within the SD-PMU District.

“Fire House Roofing Repairs”
No bids will be received or considered after the date/time stated above.
Proposals that do not include an electronic format submission will not be considered.
This work consists of Village of Port Chester Fire Department Main Building Roof and the South End Fire House Building Roofs’ replacements and repairs.
A Pre-Bid conference will not be held. Bidding contractors are strongly encouraged to visit the project site before submitting bids.
Plans, Specifications and Contract Documents may be procured at the Office of the Village Clerk, 222 Grace Church Street, Port Chester, New York beginning on February 11th, 2022 and available on the Village’s web-page www.portchesterny.com/bids or in-person at the office during regular business hours.

Village of Port Chester, New York
The Village of Port Chester will hold a public hearing on February 22, 2022 at 7:00 p.m. or as soon thereafter, at the Town of Rye Justice Court Courtroom, 350 North Main Street, 2nd. Floor, Port Chester, New York for the purpose of hearing public comments on the Village of Port Chester’s community development –CV needs, and to discuss the possible submission of a Community Development Block Grant –CV (CDBG-CV) application for the rolling 2021 program year. The CDBG-CV program is administered by the New York State Office of Community Renewal (OCR) under the Federal CARES Act to prevent, prepare for and respond to the coronavirus, and will make available to eligible local governments approximately $127 million dollars for the program year for COVID-related activities, with a maximum request per agency of $500,000. The Village of Port Chester is applying for total amount of $410,730.75 in CDBG-CV funds to: (1) purchase two new transportation vehicles and one delivery vehicle to accommodate the increase in demand and the ability to adequately service the need for mobility-challenged seniors and (2) technology upgrades to retrofit the Senior/Community Center with the audio and visual equipment necessary to stream programmatic activities and public meetings virtually to allow for greater senior participation while adhering to social distancing and other COVID-19 protocols, as well as provide an additional avenue for participation by those most vulnerable who are unable to attend in-person. The hearing will provide further information about the CDBG-CV program and will allow for citizen participation in the development of any proposed grant applications and/or to provide technical assistance to develop alternate proposals. Comments on the CDBG-CV program or proposed project(s) will be received at this time. The hearing is being conducted pursuant to Section 570.486, Subpart I of the CFR and in compliance with the requirements of the Housing and Community Development Act of 1974, as amended.
The location of hearing is accessible to persons with disabilities. If special accommodations are needed for persons with disabilities, those with hearing impairments, or those in need of translation from English, those individuals should contact the undersigned, at least one week in advance of the hearing date to allow for necessary arrangements.
