SCHOOL TAX NOTICE

2021/2022

This is a courtesy reminder to all taxpayers whose property is located in the Port Chester-Rye Union Free School District, Blind Brook-Union Free School District or the Rye Neck-Union   Free School District that the second half of the school tax must be paid by January 31, 2022. Payments must be POSTMARKED BY THE U S POST OFFICE NO LATER THAN January 31, 2022. If payment is not received by that date, a mandatory penalty of 10% will be added for the months of February and March and will increase monthly thereafter.

Due to the Covid19 virus, the office is not open to the public.

For your convenience, there are three ways for you to make payments.

1) You can mail your check in the envelope provided. Be sure to include the second half stub of the bill. If you would like a receipt, mark the appropriate box on the stub. Payments must be postmarked by the US Post Office no later than January 31, 2022 to avoid the penalty.

2) You may also drop your payment in the special locked box in front of the building at 222 Grace Church Street, Port Chester. Include the whole bill with your payment and (mark the appropriate box for a receipt). No postage is required

3) You may pay on line. You may pay by credit card. Please be advised that there is a convenience fee of 2.35% that will be applied to all payments made with credit cards, debit cards (Mastercard, Visa, Discover, American Express) and Pay Pal. The minimum fee is $1.95. A convenience fee of $1.50 will be applied to all payments made with ACH/eCheck.

ON APPLICATION

Notice is hereby given that the undersigned has filed an application to appear before the Zoning Board of Appeals of the Village of Rye Brook.

At the premises known as 6 Whippoorwill Road in the Village of Rye Brook, New York, situated on the west side of Whippoorwill Road, approximately 270 feet from the intersection of Fairlawn Parkway and Whippoorwill Road, designated and shown on the most current tax map as Parcel ID# 129.60-1-14, the applicant does hereby request a variance(s) from the following applicable section(s) of the Zoning Ordinance:

§ 250-20.E. The maximum allowable gross floor area is 3,221 square feet. The applicant’s proposed addition will result in a gross floor area of 3,972 square feet. Therefore, a gross floor area variance of 751 square feet is requested.

A public hearing on said application will be held before the Village Zoning Board of Appeals on Tuesday, February 1, 2022, at 8 o’clock p.m. at the Village of Rye Brook Offices located at 938 King Street, Rye Brook, NY 10573, in person unless emergency legislation is adopted or an Executive Order is issued by the Governor of the State of New York directing or allowing the Village to host public meetings or hearings virtually via videoconference and teleconference due to public health and safety concerns. If such emergency legislation is adopted or an Executive Order is issued, the Zoning Board of Appeals will make a determine whether to proceed with an in person meeting or meet by videoconference and teleconference. Whether the meeting is held in person or virtually, the public will have an opportunity to see and hear the meeting live and provide comments. NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that a public hearing pursuant to Article 18-A of the New York General Municipal Law (the “Act”) will be held by the Village of Port Chester Industrial Development Agency (the “Agency”) on Tuesday February 1, 2022 at 6:30 p.m. at the Village of Port Chester Senior Center, 222 Grace Church Street, Port Chester, New York 10573, in connection with the matter described below. 

PORT CHESTER HOLDINGS I, LLC, for itself and/or a related entity or entities to be formed (collectively, the “Company”), has submitted an application to the Agency requesting the Agency’s assistance with a certain project (the “Project”) consisting of: (i) the acquisition by the Agency of a leasehold interest certain parcels of real property located at 27-45 North Main Street, 28 Adee Street and 100 Abendroth Avenue,  Port Chester, New York (the “Land”, being more particularly described as tax parcel numbers 142.31-1-7, 11, 12, 13, 14, 15, 16, and 17, and 25, 26, 27, 28 and 29, as may be merged and/or assembled into one or more condominium units) along with the existing improvements thereon consisting principally of various mixed use, commercial office, retail and other building improvements (the “Existing Improvements”); (ii) the demolition, renovation, reconstruction and rehabilitation of the Existing Improvements and the planning, design, construction, operation and leasing by the Company of a six story multi-tenanted, mixed use redevelopment project that will include: (a) approximately 203 residential apartment units, (b) approximately 15,500 square feet of multi-tenanted and mixed use commercial/retail space, (c) structured parking improvements in and around the various structures providing for approximately 144 parking spaces, and (d) other amenities, various subsurface structural improvements, roadway improvements, access and egress improvements, storm water improvements, utility improvements, signage, curbage, sidewalks, and landscaping improvements (collectively, the “Improvements”); (iii) the acquisition of and installation in and around the Existing Improvements and Improvements by the Company of machinery, equipment, fixtures and other items of tangible personal property (the “Equipment” and, collectively with, the Land, the Existing Improvements and the Improvements, the “Facility”); and (iv) entering into a straight lease transaction (within the meaning of subdivision (15) of Section 854 of the Act), pursuant to which the Agency will retain a leasehold interest in the Facility for a period of time and sublease such interest in the Facility back to the Company (the “Straight Lease Transaction”).

The Agency is contemplating providing financial assistance to the Company with respect to the Project (collectively, the “Financial Assistance”) in the form of:  (A) an exemption from all State and local sales and use taxes with respect to qualifying personal property included in or incorporated into the Facility or used in the acquisition, construction or equipping of the Facility; (B) mortgage recording tax exemption(s) relating to financings undertaken by the Company in furtherance of the Project, and (C) a partial real property tax abatement through a payment-in-lieu-of-tax agreement (collectively, the “PILOT Agreement”), pursuant to which the Company would make payments in lieu of real property taxes to each affected tax jurisdiction (the “Affected Tax Jurisdictions”). 

In accordance with Section 859-a of the Act, a representative of the Agency will be at the above-stated time and place to present a copy of the Company’s Project Application (including a cost-benefit analysis), which is also available for viewing on the Agency’s website at: https://www.portchesternyida.org/.  Interested parties be provided a reasonable opportunity, both orally and in writing, to present their views with respect to the Project.  The Agency will also stream the public hearing via a video link that will also be provided at https://www.portchesternyida.org/.  Finally, the Agency also encourages all interested parties to submit written comments to the Agency, which will all be included within the public hearing record.  The Agency also welcomes and encourages written comments to be submitted to Agency Administrative Director Christopher Steers at 222 Grace Church Street, Port Chester, New York 10573 and/or [email protected] and (914) 939-5200.
