PUBLIC NOTICE is hereby given that the Town Board of the Town of Rye, New York will hold a PUBLIC HEARING on Thursday, February 16, 2023 at 6:00 P.M. or as soon thereafter, to consider a Local Law No. 1, Year 2023, A local law entitled, “AN ACT IN RELATION TO PROPERTY TAX EXEMPTION FOR PERSONS WITH DISABILITIES AND LIMITED INCOME.”

The Town Council will be meeting in person at the Crawford Mansion Community Center, 122 North Ridge Street, Rye Brook, New York. If you have a computer, tablet or smartphone, you can see the video and hear the audio of the live session on the Town of Rye’s Facebook Page. Interested persons are invited to attend and will be afforded the opportunity to be heard at that time when the Supervisor calls for Public Comments regarding the local law. Public comments will be limited to three (3) minutes.

SENIOR/COMMUNITY CENTER

NOTICE IS HEREBY GIVEN that sealed proposals will be received by the Village of Port Chester, New York in the Office of the Village Clerk, 222 Grace Church Street, Port Chester, New York 10573, for qualified firms to provide audio/video upgrade services for the Senior/Community Center. Proposals will be received by the Village until 3:00 p.m. local time on March 3, 2023, after which time and date no proposals will be accepted.

The Request for Proposals (R.F.P.) may be obtained at the Office of the Village Clerk, Port Chester, New York between the hours of 9:00 a.m. and 4:00 p.m. Monday through Friday (except legal holidays) and can be accessed from the Village of Port Chester’s website at www.portchesterny.gov.

All proposals must be submitted by hard copy AND by electronic format (ex: CD or USB flash drive: E-mail is not an acceptable format or method of transference) in a sealed envelope clearly marked:

Failure to comply with these requirements shall result in the proposal being deemed non-responsive.

No proposer may withdraw his/her proposal within forty-five (45) days after the closing date/time for receipt of the proposal.

If it becomes necessary to revise any part of this RFP, or if additional data or information is necessary to clarify any of its provisions, a written addendum will be issued.

The Village reserves the right to reject any or all proposals, waive any irregularities in the proposals received, select any proposal as the basis for negotiations and to make an award to the most qualified proposal that is in the best interest of the Village of Port Chester.

Minority and Women-owned Business Enterprises (M/WBE) are encouraged to respond to the RFP, either as prime or subcontractors.

PUBLIC NOTICE is hereby given that the Board of Trustees hereby sets a public hearing for February 21, 2023 at 7:00 p.m. or as soon thereafter, at the Town of Rye Justice Court Courtroom, 350 North Main Street, 2nd Floor, Port Chester, New York, to consider the advisability of adopting a local law amending the Code of the Village of Port Chester, Chapter 293, “Taxation,” to provide for an expanded partial tax exemption on real property based upon an owner’s volunteer membership in the Port Chester Fire Department pursuant to Section 466-a of the Real Property Tax Law of the State of New York.

BID NOTICE

The Town of Rye, New York, hereby gives notice that sealed bids will be received in the office of the Town Clerk for:

Crawford Cottage Roofing and Façade Improvements

Contract Documents:  The Contract Documents are available electronically by contacting Arconics Architecture, PC at (914) 937-5596 Ext. 104. Prospective bidders must provide a specific company contact name, email and phone number.

TIME: Sealed bids will be received by the Town of Rye at 222 Grace Church Street, Port Chester, NY 10573 in the Town Clerk’s office until 11:00 AM local time, on Friday, March 10, 2023.  Bids will be publicly opened and read aloud at that time in the Supervisor’s Office.

BIDS: All bids shall be addressed to the attention of the Town Clerk, Town of Rye, 222 Grace Church Street, Port Chester, NY 10573, and shall be enclosed, with the name and address of the Bidder and name of the project shown on the outside of the sealed envelope.  On Thursday, February 16, 2023, there will be a pre-bid inspection of the project site. Meeting will convene at 11:00 AM at The Pavilion in Crawford Park, 122 N. Ridge Street, Rye Brook, NY 10573.

BID SECURITY: A certified check or satisfactory bid bond payable to the Town of Rye, in the amount of ten percent (10%) of the bid, shall accompany each bid as a guaranty, that if the bid is accepted, the Bidder will execute and file the contract and the certificate of insurance, as required by the contract.  Should the Bidder fail in meeting this provision, then the amount of the certified check or bid bond will be forfeited to the Town as liquidated damages.

BID WITHDRAWAL: No bid shall be withdrawn for a period of thirty (30) days after the scheduled opening of the bids without the consent of the Town of Rye. Also, no bid can be resubmitted by a bidder that has successfully withdrawn a bid prior to the bid opening.

IRREGULAR BIDS: Bids may be rejected if they show any omissions, alterations of form, additions not called for, conditional bids or irregularities of any kind.

QUALIFICATIONS OF BIDDERS: All bidders must be regularly engaged in the business of the item that they bid upon. Each bidder must have adequate personnel, equipment, materials, plant capacity and/or delivery capacity to properly execute the items bid.

Any bidder may be required, as deemed necessary by the Architect, to furnish additional data regarding qualification of the bidder to successfully and responsibly perform the item or items upon which they have bid. Such additional data may include, but not be limited to, previous references for similar work performed, equipment available for performance of work and statements showing financial ability to successfully and responsibly perform the item or items bid.
