SCHOOL TAX NOTICE

2022/2023

This is a courtesy reminder to all taxpayers whose property is located in the Port Chester-Rye Union Free School District, Blind Brook-Union Free School District or the Rye Neck-Union   Free School  District that  the second half of the school  tax must be paid by January 31, 2023. Payments must be POSTMARKED BY THE U S POST OFFICE NO LATER THAN January 31, 2023. If payment is not received by that date, a mandatory penalty of 10% will be added for the months of February and March and will increase monthly thereafter.

For your convenience, there are three ways for you to make payments.

1) You can mail your check in the envelope provided. Be sure to include the second half stub of the bill. If you would like a receipt, mark the appropriate box on the stub. Payments must be postmarked by the US Post Office no later than January 31, 2023 to avoid the penalty.

2) You may also drop your payment in the special locked box in front of the building at 222 Grace Church Street, Port Chester. Include the whole bill with your payment and (mark the appropriate box for a receipt). No postage is required

3) You may pay on line. You may pay by credit card. Please be advised that there is a convenience fee of 2.35% that will be applied to all payments made with credit cards, debit cards (Mastercard, Visa, Discover, American Express) and Pay Pal. The minimum fee is $1.95. A convenience fee of $1.50 will be applied to all payments made with ACH/eCheck.

Notice to Proposers - Contract “2023” “On Call” Property Services

A request for sealed proposals will be received at the Town Clerk’s Office, 222 Grace Church Street, Port Chester, New York 10573, until 12 o’clock (noon) E.S.T. on Friday, February 3, 2023 when proposals will be publicly opened and read aloud. No proposals will be accepted after the deadline.

Through this Request for Proposals, the Town of Rye is requesting statements of qualifications, expertise and pricing from individuals or firms to provide Property Maintenance on and as needed “On Call” basis. The Town of Rye may award one or more Flexible Service Contracts from this RFP.

The services requested under a Flexible Services Contract will typically be for projects that are small to medium in size and limited in scope. They generally include work with short deadlines, scopes that need to be developed quickly and/or require expertise currently not in-house. In some cases, the Town of Rye may request work involving complex requirements and multiple tasks. All work will be limited to Town owned properties and Rye Town Park.

Sealed proposals shall be accepted by the Town Clerk on the complete proposal package available from the Town. Proposals shall be enclosed in a sealed envelope bearing the name and address of the Proposer, addressed to Town Clerk, Hope Vespia, Town of Rye, 222 Grace Church Street, Port Chester, New York, and endorsed, Contract “2023” “On Call” Property Services.

NOTICE IS HEREBY GIVEN, that the Board of Trustees of the Village of Rye Brook shall hold a public hearing on Tuesday, January 24, 2023, at 7:30pm, at Village Hall, 938 King Street, Rye Brook, New York to consider a proposed local law amending Chapter 162 and Chapter 250, Sectio0n 4.1 of the Village Code concerning the construction and installation of oil-burning equipment, gas-burning equipment and fuel storage tanks. PUBLIC NOTICE is hereby given that the Board of Trustees of the Village of Port Chester, New York, having duly convened on January 17, 2023 adopted Local Law No. 1 of  the Year 2023, entitled “A LOCAL LAW AMENDING THE CODE OF THE VILLAGE OF PORT CHESTER, CHAPTER 345, “ZONING” TO AMEND CERTAIN DEFINITIONS AND AMEND A NOTE IN THE “BUILDING STANDARDS” TABLE OF THE VARIOUS CHARACTER DISTRICTS RELATED TO BUILDING HEIGHT, an abstract which is hereto annexed.

Said Local Law amends the Code of the Village of Port Chester, New York, and shall take effect immediately upon due publication and filing with the Secretary of State.

This Notice is published in the official newspaper designated by resolution of the Board of Trustees. A printed copy thereof shall be conspicuously posted as required by law. The Local Law shall be entered in the Minutes of the Board of Trustees of the Village of Port Chester, New York.

ABSTRACT:

After the 2020 adoption of the Character-Based Zoning Code, and based upon the review and approval of numerous development proposals within the village, it was apparent that the way in which building “height” is defined and regulated by the Code was confusing, and inadvertently permitted buildings in excess of the number of stories originally intended, especially on properties with significant topographical variations.

The local law clarifies the way in which building height is defined and regulated; removes the internal ambiguity, if not outright contradiction, within the Zoning Code between Footnote No.”1” referenced within Section 345-405 and stating “Note: Stories do not include Attics or Basements” and the definition of “Basement” in Article 10 which states: “A basement shall be considered a story.”; and advances the general purpose, intent and objectives of the Zoning Code.

The local law shall not apply to any approved site plan application nor an application that has been deemed complete by the Planning and Economic Development Zoning Administrator for the purposes of review by the decision-making authority  and which has been heard by the decision-making authority as of the effective date of the local law.
