2023-2024 VILLAGE OF PORT CHESTER TAX

This is a notice to all taxpayers whose property is located in the Village of Port Chester that the Village Tax Bill has been mailed. If you haven’t received your bill, please contact the Tax Office. The first half must be paid by June 30, 2023. If payment is not received by that date, a mandatory, non-waivable penalty of 2% will be added for the month of July and will increase monthly thereafter.

For your convenience, there are three ways for you to make payments.

1)You may mail your check in the envelope provided. Be sure to include the bottom portion of the bill. If you would like a receipt, mark the appropriate box on the stub. Payments must be postmarked by the U. S. Post Office no later than June 30, 2023 to avoid the penalty.

2)You may also drop your payment in the special secure locked box in front of the building at 222 Grace Church St., Port Chester. If you request a receipt, please include the entire bill and we will stamp the top portion and mail it back to you. There is no Postage Stamp required.

FOR THE 2023-2024 SCHOOL YEAR

NOTICE IS HEREBY GIVEN that a Public Budget Hearing of the Blind Brook-Rye Union Free School District shall be held on Tuesday, June 13, 2023 at 7:30 o’clock in the evening in the Monroe E. Haas IMC at Blind Brook Middle/High School on King Street, Rye Brook, New York, for the purpose of discussion of the expenditure of funds and budgeting thereof;

AND FURTHER NOTICE IS HEREBY GIVEN, that the vote upon the Proposition for appropriation of necessary funds to meet estimated expenditures for the school year 2023-2024 for school purposes (Annual Budget and Tax Levy) shall be held on Tuesday, June 20, 2023 between the hours of 7:00 o’clock in the forenoon and 9:00 o’clock in the evening, in said main building Gym of the Bruno M. Ponterio Ridge Street School on North Ridge Street, at which time the polls will be opened to vote by voting machine upon the following items:

 AND FURTHER NOTICE IS HEREBY GIVEN, that the register pursuant to Section 2014 of the Education Law will be filed for inspection in the office of the Clerk of the School District in the Bruno M. AND FURTHER NOTICE IS HEREBY GIVEN, that a copy of the detailed statement in writing of the amount of money which will be required for the school year 2023-2024 for school purposes, specifying the several purposes and the amount of each (2023-2024 budget) as provided by Section 1716 of the Education Law may be obtained by any taxpayer in the District between the hours of 9:00 o’clock in the forenoon and 3:00 o’clock in the afternoon beginning June 6, 2023 and thereafter, except Saturday, Sunday or holidays, in the Main Office at the Bruno M. Ponterio Ridge Street School, North Ridge Street, Rye Brook, New York and the Main Office at the Blind Brook Middle/High School, King Street, Rye Brook, New York, and at the Public Hearing to be held as aforesaid on June 13, 2023;

AND FURTHER NOTICE IS HEREBY GIVEN, that applications for absentee ballots are available at the District Office or on the District website (www.blindbrook.org) and may be submitted to the District Clerk no later than June 13, 2023 if the ballot is to be mailed to the voter or June 19, 2023 if the ballot is to be personally delivered to the voter. All absentee ballots must be received in the Clerk’s office by 5:00 p.m. on the day of the election. A list of all persons to whom absentee ballots shall have been issued will be available in said office of the Clerk on each of the five (5) days prior to the day of the election except Sunday, and such list shall also be posted at the polling place or places at the election of members of the Board of Education. Any qualified voter present in the polling place may object to the voting of the ballot upon appropriate grounds for making his/her challenge and the reasons therefor known to the Inspector of Election before the close of the polls.

 AND FURTHER NOTICE IS HEREBY GIVEN, that Education Law makes special provisions for absentee voting by “permanently disabled” voters of the District and any questions regarding these rights should be directed to the Clerk of the Board. All completed ballots shall be mailed to the Office of the District Clerk no later than 5:00 p.m. on June 20, 2023.

 AND FURTHER NOTICE IS HEREBY GIVEN, that Education Law also makes special provisions for absentee voting for “military” voters of the District. Any military voter who received a military ballot for the annual meeting and election will automatically receive a military ballot for the revote. The Clerk of the Board shall transmit the military voter’s military ballot in accord with the military voter’s preferred method of transmission, or if not preference by mail, not later than June 6, 2023. The Clerk of the Board must then receive the military voter’s military ballot by mail not later than 5:00 p.m. on the day of the vote.

 AND BE IT FURTHER RESOLVED, that voting machines shall be used for recording the vote of annual budget and tax levy listed in this Notice and that application be made to the Westchester County Board of Elections, for the use of voting machines for such purposes, the expense in connection therewith to be defrayed as provided by law;

 AND BE IT FURTHER RESOLVED, that the Notice of said public hearing, budget revote and tax levy shall be substantially in the following form to wit: (As attached to the Minutes of this Meeting as Exhibit “A”);

AND BE IT FURTHER RESOLVED, that the School District Clerk is hereby authorized and directed to cause Notice to be given of said Public Hearing, Budget Revote and Tax Levy Proposition in substantiating the form herein before prescribed, by publishing the same two times within the two weeks next preceding such election, the first publication to be at least 14 days before said election in The Journal News and the Westmore News, newspapers having general circulations in the Blind Brook-Rye Union Free School District.

Todas las boletas debidamente llenadas se enviarán por correo a la Oficina de la Secretaria de Distrito no más tarde de las 5:00 p.m. el 20 de junio de 2023.

 Y ADEMÁS SE AVISA POR LA PRESENTE, que la Ley de Educación también establece disposiciones especiales para el voto en ausencia para los votantes "militares" del Distrito. Cualquier votante militar que haya recibido una boleta militar para la reunión anual y la elección recibirá automáticamente una boleta militar para la nueva votación. La Secretaria de la Junta enviará la boleta de voto militar de acuerdo con el método de envío preferido por el/la votante militar, o si no hay preferencia por correo, a más tardar el 6 de junio de 2023. La Secretaria de la Junta debe recibir la boleta de voto militar de los votantes militares por correo no más tarde de las 5:00 p.m. del día de la votación.

 Y SE RESUELVE ADEMÁS, que las máquinas de votación se utilizarán para registrar el voto del presupuesto anual y la recaudación de impuestos que se enumeran en este Aviso y que se presente una solicitud a la Junta Electoral del Condado de Westchester, para el uso de máquinas de votación para tales fines, la gastos en relación con los mismos que se sufragarán según lo dispuesto por la ley;

 Y SE RESUELVE ADEMÁS, que la notificación de dicha audiencia pública, nueva votación presupuestaria y recaudación de impuestos deberán adoptar sustancialmente la siguiente forma, a saber: (Como se adjunta al acta de esta reunión como anexo “A”);

 Y SE RESUELVE, ADEMÁS, que la Secretaria del Distrito Escolar está autorizada e instruida para que haga que se dé Aviso de dicha Propuesta de Audiencia Pública, Nueva Votación Presupuestaria y Recaudación de Impuestos corroborando el formulario aquí prescrito anteriormente, mediante la publicación de la misma dos veces dentro de los dos semanas antes de dicha elección, la primera publicación será al menos 14 días antes de dicha elección en The Journal News y the Westmore News, periódicos de circulación general en el Distrito Escolar Blind Brook-Rye Union Free.
