“2023 Sidewalk Improvements Program”

No bids will be received or considered after the date/time stated above.

This work consists of discrete sidewalk replacement projects throughout the Village of Port Chester. Sidewalk replacement includes removal of existing sidewalk and installation of new sidewalk. At specific locations, scope of work may also include tree removal and replacement, curb removal and replacement, and asphalt removal and replacement.

A Pre-Bid conference will not be held. Bidding contractors are strongly encouraged to visit the project site before submitting bids.

Plans, Specifications and Contract Documents may be procured at the Office of the Village Clerk, 222 Grace Church Street, Port Chester, New York beginning on May 15th, 2023 and available on the Village’s web-page www.portchesterny.com/bids or in-person at the office during regular business hours.

PUBLIC NOTICE is hereby given that the Town Board of the Town of Rye, New York will hold a PUBLIC HEARING on Thursday, May 18, 2023 at 6:00 P.M. or as soon thereafter, to consider a Local Law No. 3, Year 2023, A local law entitled “Residency Requirement for the Office of Deputy Receiver of Taxes to Reside in the County of Westchester.”

NOTICE IS HEREBY GIVEN, that a public hearing of the qualified voters of the Port Chester-Rye Union Free School District, Westchester County, Port Chester, New York, will be held in the Port Chester Middle School in said district, on Thursday, May 4, 2023, at 7:00 p.m. prevailing time, for the presentation of the budget.  Budget document will be available in the district offices 7 days before the budget hearing.

AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education shall be filed in the office of the Clerk of said District at her office in the Middle School Building, not later than Monday, April 17, 2023, between the hours of 9:00 a.m. and 5:00 p.m.   Vacancies on the Board of Education are not considered separate, specific offices; candidates run at large.  Nominating petitions shall not describe any specific vacancy upon the Board for which the candidate is nominated; must be directed to the Clerk of the District; must be signed by at least 33 qualified voters or 2 percent of the number of voters who voted in the previous annual election of the members of the school board, whichever is greater. Vacancies shall be filled in a descending order of valid tabulated votes, as canvassed at the Annual Election.  Nominating petitions may be obtained from the clerk of the district at the Port Chester Middle School during District Clerk business hours, 9:00 a.m. and 3:00 p.m., Monday - Friday.

AND FURTHER NOTICE IS HEREBY GIVEN that applications for absentee ballots may be obtained during school business hours from the District Clerk at the Board of Education Administration Office, 113 Bowman Avenue, Port Chester, NY; completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter.  Absentee ballots must be received by the District Clerk no later than 5:00 p.m., prevailing time, on May 16, 2023.

A list of persons to whom absentee ballots are issued will be available for inspection to qualified voters of the District in the office of the District Clerk during school business hours for the five days prior to the annual meeting, except Sunday, and on Saturday, May 13, 2023, between the hours of 9:00 a.m. and 1:00 p.m. and said list will be posted at the polling place at the election.  Any qualified voter present in the polling place may object to the voting of the ballot upon appropriate grounds for making his/her challenge and the reasons therefor known to the Inspector of Election before the close of the polls.

AND FURTHER NOTICE IS HEREBY GIVEN, that personal registration of voters is required either pursuant to §2014 of the Education law or pursuant to Article §5 of the Election Law.  If a voter has heretofore registered pursuant to §2014 of the Education Law and has voted at an annual or special district meeting within the last four (4) calendar years prior to May 16, 2023, he/she is eligible to vote at this election; if a voter is registered and eligible to vote under Article 5 of the Election Law, he/she is also eligible to vote at this election.  All other persons who wish to vote must register.

The Board of Registration will meet for the purpose of registering all qualified voters of the District pursuant to §2014 of the Education Law at the Middle School, on Monday, May 8, 2023, between the hours of 2:30 p.m. until 6:30 p.m. prevailing time, in the office of the District Clerk located in the Port Chester Middle School to add any additional names to the register and to prepare the register of the school district for said annual meeting and election.   Any person shall be entitled to have his or her name placed upon such register provided that at such meeting of the Board of Registration, he or she is known or proven to the satisfaction of such Board of Registration to be then or thereafter qualified to vote at said annual meeting and election.  No person shall be entitled to vote at said annual meeting and election whose name does not appear on the register of the school district.

And notice is also given that said register will be filed in the office of the District Clerk on Tuesday, May 9, 2023, and will thereupon be open for inspection by any qualified voters of the district during school business hours on each of the five (5) days prior to the day set for said meeting and election, excluding Sunday, and on Saturday, May 13, 2023 between the hours of 9:00 a.m. and 1:00 p.m. prevailing time, and at the polling place on the day of the vote.

And notice is also given that military voters who are not currently registered may apply to register as a qualified voter of the school district.  Military voters may apply to register to vote with the District Clerk in person in the office of the District Clerk located in the Port Chester Middle School or by calling that office 914-934-7922. Upon such request for a military voter application, such military voter may indicate his/her preference for receiving the application for registration by mail, facsimile or electronic mail.   Such registration application must be received in the office of the District Clerk no later than 5:00 p.m. on May 5, 2023, the last business day before the school district’s board of registration will meet to prepare the school district register.  Such registration application shall be considered by the board of registration at its meeting to prepare the register of voters for such annual meeting and election.  Any military voter shall be entitled to have his/her name placed upon such register, provided, that at such meeting of the board of registration, he/she is known or proven to the satisfaction of such board of registration, to be then or thereafter entitled to military voter status at the annual meeting and election for which such register is prepared.   A list of all persons to whom military ballots shall have been issued will be available in the said Office of the Clerk of the District during school business hours on each of the five days prior to the date set for the annual meeting and election, except Sunday, and on Saturday, May 13, 2023 between the hours of 9:00 a.m. and 1:00 p.m., and on the date set for the annual meeting and election.

In accordance with Part 122 of the Rules and Regulations of the Commissioner of Education, military voters who are qualified voters of the school district may apply for a military ballot.  Applications for military ballots for the election of two members of the Board of Education, for voting on the annual school district budget, and for voting on any propositions, may be requested from the office of the District Clerk, located in the Port Chester Middle School or by calling that office 914-934-7922. Upon such request for a military voter ballot application, such military voter may indicate his/her preference for receiving the application by mail, facsimile or electronic mail.   Completed military ballot applications must be received by the Clerk of the District no later than 5:00 pm on April 20, 2023.

 

And notice is also given that the Board of Registration will meet May 16, 2023, during the annual election at the place and time of said election for the purpose of preparing a register for meetings and elections held subsequent to said annual meeting and election.

AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to a rule adopted by the Board of Education in accordance with §§2035 and 2008 of the Education Law, petitions must be filed with the District Clerk at least sixty (60) days prior to the annual election, and any referenda seeking amendments to the budget or propositions otherwise being submitted for voting as said election shall be filed with the Board of Education at the Administration Building, which is housed in the Middle School, no later than thirty (30) days prior to the annual meeting/election; must be typed or printed in the English language; must be directed to the Clerk of the School District; must be signed by at least 35 qualified voters of the District or five percent of the number of voters who voted in the previous annual election of board members, whichever is greater; and must state the name and residence of each signer.  However, the School Board will not entertain any petition to place a proposition before voters if it is not within the power of the voters to determine, or any proposition which fails to include a specific appropriation where the expenditures of monies is required by the proposition.

Y también se notifica que dicho registro se archivará en la oficina del Secretario del Distrito el martes 9 de mayo de 2023, y luego estará abierto para inspección por cualquier votante calificado del distrito durante el horario escolar en cada uno de los cinco (5) días previos al día fijado para dicha reunión y elección, excepto el domingo, y el sábado 13 de mayo de 2023 en el horario de 9:00 a. m. a 1:00 p. m. hora prevaleciente, y en el colegio electoral el día de la votación.

Y también se notifica de que los votantes militares que no estén actualmente inscritos pueden solicitar inscribirse como votantes calificados del Distrito Escolar. Los votantes militares pueden solicitar inscribirse para votar con el Secretario del Distrito en persona en la Oficina del Secretario del Distrito ubicada en la Escuela Intermedia Port Chester o llamando a esa oficina al 914-934-7922. Ante tal petición de una solicitud de votante militar, dicho votante militar puede indicar su preferencia de recibir la solicitud de inscripción por correo, facsímil o correo electrónico. Dicha solicitud de inscripción debe recibirse en la Oficina del Secretario del Distrito a más tardar a las 5:00 p.m. el 5 de mayo de 2023, el último día hábil antes de que la Junta de Inscripción del Distrito Escolar se reúna para preparar el registro del Distrito Escolar. Dicha petición de inscripción será considerada por la Junta de Inscripción en su reunión para preparar el registro de votantes para dicha reunión anual y elección. Cualquier votante militar tendrá derecho a que su nombre se incluya en dicho registro, siempre que, en dicha reunión de la Junta de Inscripción, se sepa o se pruebe a satisfacción de dicha Junta de Inscripción, que será en ese momento o posteriormente derecho a la condición de votante militar en la reunión anual y la elección para la cual se prepara dicho registro. Una lista de todas las personas a las que se les hayan emitido boletas militares estará disponible en dicha Oficina del Secretario del Distrito durante el horario escolar en cada uno de los cinco días anteriores a la fecha establecida para la reunión anual y la elección, excepto el domingo. y el sábado 13 de mayo de 2023 en el horario de 9:00 a.m. a 1:00 p.m., y en la fecha fijada para la reunión anual y elección.

De acuerdo con la Parte 122 de las Normas y Reglamentos del Comisionado de Educación, los votantes militares que sean votantes calificados del Distrito Escolar pueden solicitar una boleta militar. Las solicitudes de boletas militares para la elección de dos miembros de la Junta de Educación, para votar sobre el presupuesto anual del Distrito Escolar y para votar sobre cualquier propuesta, se pueden solicitar en la Oficina del Secretario del Distrito, ubicada en la Escuela Intermedia de Port Chester o llamando a esa oficina al 914-934-7922. Ante tal petición de una solicitud de boleta de votante militar, dicho votante militar puede indicar su preferencia de recibir la solicitud por correo, facsímil o correo electrónico. Las solicitudes de boletas militares completas deben ser recibidas por el Secretario del Distrito a más tardar a las 5:00 p.m. del 20 de abril de 2023.

Y también se notifica de que la Junta de Inscripción se reunirá el 16 de mayo de 2023 durante la elección anual en el lugar y hora de dicha elección con el fin de elaborar un registro para las reuniones y elecciones que se celebren después de dicha reunión anual y elección.

Y POR LA PRESENTE SE NOTIFICA ADICIONALMENTE de que en virtud de una regla adoptada por la Junta de Educación de conformidad con las §§2035 y 2008 de la Ley de Educación, las peticiones deben presentarse ante el Secretario del Distrito por lo menos sesenta (60) días antes de la elección anual, y cualquier referéndum que busque enmiendas al presupuesto o propuestas que de otro modo se presenten para votación como dicha elección se presentará ante la Junta de Educación en el Edificio Administrativo, que se encuentra en la Escuela Intermedia, a más tardar treinta (30) días antes a la reunión/elección anual; debe estar escrito a máquina o impreso en el idioma inglés; debe dirigirse al Secretario del Distrito Escolar; debe estar firmado por al menos 35 votantes calificados del Distrito o el cinco por ciento del número de votantes que votaron en la elección anual anterior de miembros de la Junta, lo que sea mayor; y debe indicar el nombre y la residencia de cada firmante. Sin embargo, la Junta Escolar no considerará ninguna petición para presentar una propuesta ante los votantes si no está dentro del poder de los votantes determinar, o cualquier propuesta que no incluya una asignación específica donde la propuesta requiere el gasto de dinero.
