NOTICE IS HEREBY GIVEN that sealed bids will be received by the Village of Port Chester until October 6th at 3:00 p.m. local time at the Office of the Village Clerk, 222 Grace Church Street, Port Chester, New York 10573, at which time and place said sealed bids will be publicly opened and read out aloud for


“2023 Sidewalk Improvements Program”


No bids will be received or considered after the date/time stated above.


This work consists of discrete sidewalk replacement projects throughout the Village of Port Chester. Sidewalk replacement includes removal of existing sidewalk and installation of new sidewalk. At specific locations, scope of work may also include tree removal and replacement, curb removal and replacement, and asphalt removal and replacement.


A Pre-Bid conference will not be held. Bidding contractors are strongly encouraged to visit the project site before submitting bids.


Plans, Specifications and Contract Documents may be procured at the Office of the Village Clerk, 222 Grace Church Street, Port Chester, New York beginning on September 11th, 2023 and available on the Village’s web-page www.portchesterny.com/bids or in-person at the office during regular business hours.


A bid bond, certified check, or bank check in the amount of five percent (5%) of the bid must accompany the bid. Bids may not be withdrawn within forty-five (45) days after the closing date/time for receipt of all bids.


All requests for clarifications must be submitted no later than October 2nd, 2023 at 5:00 p.m.


All proposals must be submitted by hard copy AND by electronic format (ex: CD or USB flash drive: E-mail is not an acceptable format or method of transference) in a sealed envelope clearly marked:

Each of such resolutions pledges the full faith and credit of the Village to the payment of the obligations authorized to be issued and delegates to the Village Treasurer, the Chief Fiscal Officer, the power to authorize the issuance of and to sell such obligations. Additionally each of such resolutions contains the estoppel clause provided for by Section 80.00 of the Local Finance Law and authorizes such resolution, after taking effect to be published in summary form in the official newspaper, together with a notice of the Village Clerk, in substantially the form provided in Section 81.00 of the Local Finance Law. Each of the above objects or purposes has been determined to be a Type II Action under the State Environmental Quality Review Act, which, as such, the regulations thereunder provide, will not have any significant adverse impact on the environment.

This is a courtesy reminder to all taxpayers whose property is located in the Port Chester-Rye Union Free School District, Blind Brook-Union Free School District and the Rye Neck-Union   Free School  District that  the first half of the school  tax must be paid by September 30, 2023. Payments must be postmarked by the U S Post Office no later than  September 30, 2023. Due to the fact that September 30th is a Saturday, you can deposit your payment in the box located in front of 222 Grace Church St., Port Chester or bring it to the office by Monday October 2nd. If payment is not received by that date, a mandatory penalty of 2% will be added for the month of October and will increase monthly thereafter.


For your convenience, there are three ways for you to make payments.


1)You may mail your check in the envelope provided. Be sure to include the first half stub of the bill. If you would like a receipt, mark the appropriate box on the stub. Payments must be postmarked by the US Post Office no later than September 30, 2023 to avoid the penalty.


2)You may also drop your payment in the special locked box in front of the building at 222 Grace Church Street, Port Chester. Include the whole bill with

your payment and we will mail you a receipt. No postage is required.


3)You may pay on line. You may pay by credit card. Please be advised that there is a convenience fee of 2.35% that will be applied to all payments made with credit cards, debit cards (Mastercard, Visa, Discover, American Express) and Pay Pal. The minimum fee is $1.95. A convenience fee of $1.50 will be applied to all payments made with ACH/eCheck. You may also pre-schedule your tax payment date.
