PORT CHESTER MAYOR LUIS MARINO. Port Chester Senior Community Center, 220 Grace Church St., Port Chester. 5-5:30 p.m. The mayor will deliver his first State of the Village address. The mayor is beginning the second year of his second two-year term and will highlight the progress the village has made since he became mayor. Besides the mayor, speakers will be Village Manager Stuart Rabin and Deputy Mayor Joan Grangenois-Thomas who will review the overall fiscal health of the village, update on capital projects completed, in progress and on schedule to begin and other qualitative programs and projects.
