Main St., Port Chester. 6:30 p.m. Agenda: 1) Continued public meeting on application for site plan approval to redevelop the premises with a new 8-story mixed use building with 240 residential units and 381 off-street parking spaces, including 137 public parking spaces, at 128-156 N. Main St. 2) Board of Trustee referral: Beech Street rezoning: A local law amending the zoning code and the official zoning map of the Village of Port Chester to rezone properties on Beech Street from R-2F to CD-4MU. 3) Board of Trustee referral: Parking regulations: A local law amending the zoning code amending the text of the zoning code related to vehicular parking requirements for multi-family buildings. 4) Board of Trustee referral: Accessory dwelling units: A local law amending the code to impose a temporary moratorium on accessory dwelling units to review and make necessary changes to the zoning code. 5) Discussion item (action required): Consideration of amending the site plan approval condition sheet regarding 41 Pearl St. to include additional conditions. 6) Planning director presentation: site plan process and review criteria. PORT CHESTER BOARD OF TRUSTEES AGENDA WORK SESSION. Village Hall Conference Room, 222 Grace Church St., Port Chester. 6 p.m.: Closed session workshop with the Zoning Board of Appeals and consultation with village manager re the employment of a particular person. 7 p.m.: Public meeting. Draft agenda: 1) Presentation by Urbanomics adjusting the Public School Child Generation Tool Fair Share Contribution based upon updated 2024 analysis The Urbanomics Study was established by the form-based code Generic Environmental Impact Statement. 2) Discussion: Further discussion related to park patrol, police patrol and park rules/dogs and community outreach. 3) Discussion: Sanitary sewer upgrades Phase 1BOT approval to allow the contractor to work amended hours (evenings). 4) Discussion: 2024-/25 General Fund Budget Amendment – Election. 5) Discussion: Follow-up from the Port Chester-Rye Brook Public Library meeting re parking support for staff and clients. Joe Carvin will lead that update discussion along with Stuart Rabin. 6) Discussion: Follow-up from the Housing Task Force meeting re their request for subject matter expert assistance (This meeting is scheduled for Friday, Sept. 27 at 2 p.m. Stuart will attend and provide an update). 7) Discussion: Adjusting the Transportation Fair Share Contribution established by the form-based code Generic Environmental Impact Statement. 8) Discussion: Glen Avenue storm sewer upgrades bid. 9) Report of the village manager. 10) Setting a public hearing to consider adopting a local law amending Article 90 Planning Commission re the appointment of the chairperson of the Planning Commission. 11) Temporary standard operating procedure: Fire Department officer response and training mandate. 12) Correspondence: From Port Chester resident re conditions on Ellendale Avenue. 13) Agenda work session for Oct. 7 and Oct. 15 meetings.
