At his coronavirus media briefing this past Saturday, the only time Governor Andrew Cuomo managed to crack a smile was when he learned that his colleagues had prepared an Executive Order for him to sign allowing local government Marriage Bureaus to issue licenses AND conduct wedding ceremonies online.
