Westchester County Police officers arrested a 48-year-old man for allegedly instigating a fatal crash on the Hutchinson River Parkway on Sunday, Sept. 8.

The incident occurred in Rye Brook, a half mile south of King Street.

The Journal News reported José Espinal, of Bridgeport, Conn., allegedly drove onto the parkway going in the wrong direction and caused a head-on collision with William Saleeby, a 62-year-old from Cos Cob, Conn.

Espinal allegedly told officers he had been drinking prior to driving, knew he was going south in the northbound lanes and was looking at his phone in the moments before the crash. It’s unclear where Espinal entered the parkway.

Officers arrived at the accident scene shortly after 5 a.m. to find Saleeby’s Toyota Camry engulfed in flames. He was pronounced dead at the scene.

Espinal was transported to the Westchester Medical Center in Valhalla.

He was charged with vehicular manslaughter in the second degree, a felony, and driving while intoxicated, a misdemeanor. He was arraigned in Rye Town Court on Monday, Sept. 9, and is still in custody. His next court appearance is scheduled for Friday, Sept. 13.
